I. The Iteration of Old and New Standards Begins, with Updated Compliance Requirements in European and American Markets
The global robotics industry is undergoing a crucial iteration of safety standards. The new ISO 10218:2025 industrial robot safety standard has officially been implemented, becoming a core element reshaping market access rules in Europe and the United States. Unlike previous standard updates, this new standard is tied to the EU's new machinery regulations, directly impacting all industrial robot products exported to Europe and becoming a strategic issue that major robot manufacturers and system integrators must prioritize. Industry practitioners need to understand that compliance preparation is no longer a reactive process, but a core strategic layout concerning a company's market survival and competitive advantage.
This standard update exhibits significant differences between Europe and the United States. In the European market, ISO 10218:2025 will become a mandatory requirement for CE certification, based on the EU's 2023/1230 machinery regulations, with a formal legal transition expected by 2027. While the US-updated ANSI/RIA R15.06-2025 standard aligns with the international ISO system, it is only a voluntary industry standard without mandatory legal binding force. However, in practical business scenarios, US end-customers and safety regulatory agencies refer to this standard during procurement, making compliance a prerequisite for entering the US market.
II. EU Compliance Process Progresses, but Implementation Time Remains Uncertain
The EU's iterative replacement of robot safety standards has officially begun. The current Machinery Directive 2006/42/EC will be fully replaced by the new EU Regulation 2023/1230 on January 20, 2027. However, the biggest uncertainty in the industry at present lies in the fact that ISO 10218:2025 has not yet been formally included in the EU Official Journal. This is a necessary prerequisite for the new standard to gain full legal effect and become a mandatory market entry threshold.
Looking back at the implementation process of the 2011 version of the ISO 10218 standard, its EU publication and compliance implementation took more than a year. Based on this cycle, the implementation of the 2025 version of the new standard will closely follow the regulatory switchover in 2027. As of mid-2026, the relevant implementation process is still underway. Affected by factors such as weak demand in the European manufacturing sector and excessive cost pressures on small and medium-sized robot companies, the industry generally predicts that the full implementation of the new standard will likely be delayed beyond the initial timeline of 2027, providing a short buffer period for industry manufacturers.

III. Pressure on the European and American Markets, Compliance Upgrades Exacerbate Industry Challenges
In the past two years, the global core robot market has been under pressure, adding more uncertainty to the implementation of the new standard. The European market will continue to contract from 2023 to 2025. Affected by the overall sluggish manufacturing sector and the slowdown in the growth of the core downstream industries of automobiles, industrial robot end-users are becoming more conservative in their investments, especially small and medium-sized manufacturing enterprises with stringent cost control, resulting in a slow market recovery. Against this backdrop, robot suppliers need to invest additional R&D, modification, and testing costs to adapt to the new standard, which will further increase the operational pressure on enterprises in the short term.
While the US market showed signs of recovery in the second half of 2025, external factors such as geopolitical conflicts and international oil price fluctuations continued to constrain the speed of the industry's recovery. Although the new US safety standards are not legally binding, the threshold for commercial compliance has not been lowered. Major end-users and system integrators have incorporated compliance with the new standards into their procurement criteria, and regulatory agencies such as OSHA will use it as a crucial basis for accident accountability and enforcement investigations. Non-compliant companies will face hefty penalties, giving the voluntary standards substantial binding force.
IV. Polarized Supplier Preparedness, Widening Industry Gap
Through surveys and visits to various global robot manufacturers, it was found that industry companies exhibit extremely uneven preparedness for compliance with the new safety standards, with a very clear tiered structure. Leading international manufacturers and mainstream collaborative robot brands have a clear understanding of the new standard rules and iteration requirements, have completed technological reserves and solution upgrades, and have basically achieved comprehensive compliance preparation, enabling them to cope smoothly with the shift in market rules.
In stark contrast, mid-sized manufacturers and emerging entrants are severely underprepared. Some midstream European manufacturers have a vague understanding of the specific details of ISO 10218:2025 and lack systematic compliance upgrade plans. Meanwhile, emerging Asian manufacturers targeting the European market, especially Chinese robotics companies, have generally underestimated the compliance threshold and R&D costs of the new standard, resulting in a significant preparation gap that will become a core weakness in their subsequent expansion into high-end markets in Europe and the US. This capability gap will directly reshape the competitive landscape of the industry.
V. A Reshaping of the Landscape is Inevitable; Compliance Capability Becomes a Core Competitive Barrier
As the ISO 10218:2025 standard is gradually implemented, the global robotics market will undergo a new round of reshuffling. In the European market, fully compliant leading international manufacturers will leverage their technological, financial, and experiential advantages to further consolidate their market position, squeezing the survival space of small and medium-sized manufacturers and emerging companies going global. For Asian companies accelerating their expansion into the European market, the compliance barriers brought by the new standard will become a major obstacle to their overseas expansion, slowing down their globalization pace.
In the US market, while the new standards won't completely overturn the existing landscape, they will add new competitive pressure to emerging companies, in addition to tariffs and geopolitical risks, further strengthening the market advantages of established companies like FANUC. In the long run, the new safety standards optimize the safety performance of industrial robots, aligning with the long-term interests of the industry and end-users, and are an inevitable trend for high-quality development in the industry.
Regardless of the pace of market implementation, robot manufacturers and system integrators must abandon a passive compliance mindset and incorporate the new standards into their core strategies. Completing technological iteration and compliance planning ahead of time is crucial to seizing opportunities after market recovery, mitigating market access risks, and achieving long-term stable development.
